Is my dog showing affection?

i have two dogs; one is a little independent so she will lick you once or twice and then go off on her own. than i have a german shephard who is constantly by my side always trying to lick or snuggle her face near mine. my third dog; i have had her for about 10 months; gets super excited when i call her, when i come home, she gets so excited that her paws move when she's wagging her tail, but she never licks; she always just sniffs; and she will sniff everything; my clothes, my face etc. is that a sign of affection?
